Position Title:               PATIENT SERVICES ASSISTANT

The mission of Ravenswood Family Health Network (RFHN) is to improve the health of the community by providing culturally sensitive, integrated primary and preventative health care to all, regardless of ability to pay or immigration status, and collaborating with community partners to address the social determinants of health.

Under the general direction of the Chief Executive Officer, the Human Resources Director is responsible to lead, plan,
organize, manage and direct the human resources management program for RFHN, to provide human resources
expertise and workforce management consultation to department executives, managers and supervisors, represent
and safeguard the best interests of RFHN and the Board of Directors by ensuring compliance with HR laws and
regulations, managing the HR budget, overseeing that HR department operations adhere to organizational policies
and procedures, strategizing with RFHN executives about how to enhance the work environment through HR
programs including reviewing recruitment processes, employee retention, working conditions, grievances,
advancement, and other topics of importance to employee satisfaction.

To be performed in accordance with RFHN Policies and Procedures
1. Provides advice and consultation to the CEO and the Leadership and Management Teams on human
resources related matters, activities and policies and procedures, attends regular executive staff
meetings and acts as a member of the executive leadership management team, integrates human
resources expertise into all RFHN department operations.
2. Develops and implements HR program goals and objectives.
3. Selects, hires, directs and evaluates direct reports regarding professional standards, work quality and
quantity, performance and accountability.
4. Oversees RFHN’s recruitment and selection program, makes recommendations on recruitment methods,
advises department managers and supervisors on the selection and placement of employees.
5. Coordinates and directs disciplinary actions taken, investigates proposed disciplinary actions, provides
consultation to supervisors and managers and advises management on appropriate actions.
6. Investigates grievances and participates in the grievance process, participates in grievance hearings and
represents RFHN before hearing officers, arbitrators, attorneys, prepares narrative reports and
corrective action recommendations.
7. Directs RFHN’s performance evaluation program and exit interview program.
8. Develops and maintains classification career ladders that promote upward mobility, monitors human
resources needs of RFHN and proposes new classes and minimum requirements that respond to the
business needs of the organization.
9. Develops, maintains and coordinates RFHN personnel policies and procedures communicated via the
Employee Handbook, updates manuals and memoranda, advises the CEO and Leadership Team on policy
issues, interpretation of various rules and agreements and participates in the development and revision
of personnel policies assuring organizational compliance with employment laws.
10. Conducts job analyses, job reclassifications, arranges to have prepared salary surveys at minimum every
3 years and recommends wage and salary ordinance changes to the Board of Directors based on
comparative assessments of the local outpatient health care market to achieve relative parity with other
health care safety net organizations.
11. Serves as RFHN’s Disability/ADA Coordinator, acts as a liaison with a variety of outside agencies on
human resources-related matters such as unemployment insurance, workers compensation,
occupational health and safety, retirement, disability placements including coordinating witnesses and
testimony for hearings and attending such hearings.
12. Coordinates and investigates requests for reasonable accommodations, temporary modified
assignments, gathering information, compiling statistics, auditing vacant positions, conducting essential
functions job analysis, acts as a liaison with other RFHN departments.
13. Represents the RFHN HR Department and makes presentations before boards, commissions, hearing
officers, department teams and managers on a wide variety of HR matters.
14. May be assigned Disaster Service Worker duties, as required.
General Agency Duties
1. Fosters an environment that promotes trust and cooperation among patients and staff; maintains
strictest confidentiality concerning all patient and employee information.
2. Promotes and exemplifies in action, the mission, goals, policies, procedures and principles of RFHN to
supervisees and other clinic staff.
3. Participates in outreach activities, agency advocacy, and serves on ad hoc committees, as requested.
4. Attends RFHN staff retreats and Board of Directors meetings, as requested by the Chief Executive Officer.
5. Performs other duties as assigned and requested.

• Completion of COVID-19 vaccine series and booster
• Bachelor’s degree from an accredited college or university.
• The equivalent of five (5) years of full time professional level human resources experience that provided
a combination of the following experience: training and development, health and safety, labor relations,
handling employee grievances and disciplinary actions, advising employees and management on human
resources issues, developing and implementing human resources policies and procedures; classification
studies, compensation studies, or participation in the selection of employees for a variety of occupational
classes. Three (3) years of the required experience must have been in a supervisory capacity.
• A graduate degree in Human Resources Management, Public or Business Administration may be
substituted for two (2) years of the required experience.
• Experience in a non-profit and/or healthcare setting highly preferred.
• Knowledge of Federal and State HR Laws required.
• Thorough knowledge of California Leave Laws (FMLA, CFRA, PFL, etc.) required.
• Ability to communicate effectively both verbally and in writing in a professional manner; Spanish
language or Tongan language competency highly preferred.
• Computer literacy required; familiarity with the use of Microsoft Windows.
• Ability to take initiative and to exercise independent and sensible judgment; demonstrates
decision-making and problem-solving expertise.
• Demonstrated ability to motivate, supervise, train and work respectfully and effectively with a culturally
diverse clinic staff.
• Ability to collaborate and work effectively with the management team, patients, the public, community
members, and external agencies.
• Must adhere to standards of confidentiality.
